Frequently Asked Questions
What is Congress Consensus?
Congress Consensus is an independent financial research publication that analyzes publicly disclosed U.S. congressional securities transactions using a transparent, rules-based methodology.
The resulting signals are used to maintain the Congress Consensus model portfolio.
How does the model work?
Congress Consensus aggregates disclosed purchases of U.S. individual equities over a defined observation window.
A stock must meet predefined eligibility criteria before it can enter the model. Eligible stocks are then ranked using the Congress Consensus E2 scoring methodology.
The complete methodology is available on our public Methodology page.
How often is the model portfolio updated?
The model is evaluated weekly.
Each Weekly Update identifies any changes to the portfolio using the labels:
MODEL BUY — a security enters the model portfolio.
MODEL HOLD — a security remains in the model portfolio.
MODEL SELL — a security leaves the model portfolio.
These labels describe actions taken by the model portfolio. They are not personalized investment recommendations.

Is Congress Consensus investment advice?
No.
Congress Consensus is a financial research publication. We do not provide personalized investment advice, manage client assets, execute trades or assess whether any security is appropriate for a particular reader.
Is the model portfolio a real brokerage account?
No.
The Congress Consensus portfolio is a hypothetical model portfolio used for research and performance tracking purposes.
It does not represent an account managed on behalf of subscribers.
Where does the congressional trading data come from?
Congress Consensus uses publicly available financial disclosure information originating from official U.S. government disclosure systems.
Congress Consensus processes, normalizes, aggregates and scores that information using its own methodology.
Can congressional disclosures be delayed or corrected?
Yes.
Congressional transaction reports may be filed after the underlying transaction occurred and may later be amended or corrected.
Congress Consensus therefore analyzes disclosed information as it becomes publicly available and cannot guarantee that government filings are complete, error-free or available in real time.
How is performance calculated?
Historical backtests and live model performance are presented separately.
Live performance begins only from portfolios actually published after launch and is not retrospectively backfilled.
The Performance page describes the applicable calculation conventions and benchmarks.
Can past performance predict future results?
No.
Past performance, backtests and model results do not guarantee future performance.
